Okay so I need help with a bobcat it's a 743. and It idles but has no power. when you turn up throttle it smokes more but the motor doesn't run faster.

When you give it more throttle it smokes more. Being a Diesel, I would say,start by checking the air filter. Then if it's turbocharged, you might want to check the Turbocharger, see if it is working.
Check and make sure its getting fuel and that there is no water in the system. Also you may need to clean the fuel tank, due to crud build up.
I agree on checking the air filter first. If it has a primary and secondary filter pull them or it out, make sure the area is clean and start it. If it still runs the same then start looking for fuel problems. Put the air filters back in.
Where is the fuel tank? If it is above the engine you can disconnect the line to see if it is flowing from the tank. If not there is probably a screen in the tank that is plugged and it and the tank will need cleaning. If you have a good flow see if it has a fuel pump and check it. If not then I would go to the fuel filter and change it. Or you could change the filter if you think it needs it and see what happens.
The 743 isn't turbocharged. The first, and cheapest, things to check are fuel and air. The air filter isn't cheap, so you could try cleaning it with a shop vac if it's heavily clogged, and see if it runs better. If you (or your friend) don't know the service history, then it would be a good idea to go ahead and replace the fuel filter, anyway. That way, you know you have eliminated that as a problem, and it probably needs one, anyways. If it isn't either one of those, then you should look at the fuel tank and lines. My 743 has a 4 cylinder V1501 Kubota engine, which I assume that your friend has, also.
