I am nowhere near Arkansas but I do know there are grants and cost share programs with private landowners available nationwide. Yours may or may not qualify, usually they are for riparian zone management. Generally these get administered through Soil and Water Conservation Districts (SWCD) or other watershed councils or boards. Some consultants are fully engaged with these projects, others are not. I would begin by contacting your local agencies / service districts to see what might be out there.

In Arkansas, tree and grass programs are administered through the Natural Resources Conservation Service. Your county should have an office.
Go to the NRCS Techreg page and look up a Technical Service Provider (TSP) for your area.Also, as mentioned in the above post, go visit your local NRCS office and see what type of forestry EQIP programs that they have. Your consultant forester should also know about these programs and be able to give you some information about them. The NRCS along with your state forestry personnel will be able to put you on the right track.
